Cheat Scanner offers software that will scan a users computer for known cheats, possible cheat files and web history which indicates the user has searched for cheats.
While a lot of effort has been placed into the scanning engine, the software is unfortunately fundamentally flawed and can be easily defeated leaving the question of does it really serve any purpose?
The first problem is that just because a gamer has cheats on their computer does not mean they are using them to cheat during game play. The first example obviously an anti-cheat developer needs to understand cheats, users who like to create videos sometimes use them to show shots through walls with more flair or the most common use to review demos to determine if another user is cheating.
The second problem, hide the cheats from the windows API, zip them up, remove them while scanning or any other simple trick and the software cannot detect them thus whitelisting someone who could easily be cheating later.
The last problem, the cheat scanner will report files that it suspects are cheats but could be legitimate files. Could be a cheat, could be an interesting site the user visited last week, could be a file containing sensitive personal information. There is no privacy policy listed on their site discussing the use of the information identified by cheat scanner which is a common standard on the internet and there are no statements identifying what the software does and does not scan then report.
Overall the cheat scanner is a nice concept that is horribly flawed and in present state offers no assurance that a user cheats or not.
